Managing Construction Sites: The Role of the Contractor

On Wednesday, 4th June 2025, the EUROPE DIRECT Gozo, in collaboration with the Gozo Business Chamber, the Assoċjazzjoni Bennejja u Kuntratturi (ABK), and Bank of Valletta, hosted a well-attended seminar focusing on the current state and future direction of the construction sector in Gozo.

Held at the premises of the Soċjetà Mużikali Santa Margerita in Sannat, the event brought together a diverse group of stakeholders, including contractors, builders and project managers, for an open and constructive discussion on some of the most critical challenges facing the industry.

Addressing Sector Challenges

The seminar featured a series of thought-provoking presentations and discussions that underscored the urgent need for:

  • Improved quality standards in construction
  • Clearer responsibilities for site managers
  • A more robust and effective licensing regime

These themes formed the basis of a broader conversation on how to build a more professional, accountable, and sustainable construction sector in Gozo.

Key Speakers and Contributions

  • Daniel Borg, CEO of the Gozo Business Chamber, opened the seminar by reaffirming the Chamber’s commitment to supporting Gozo’s economic sectors — including construction — through ongoing education, advocacy, and collaboration.
  • Michael Galea, President of the Gozo Business Chamber, highlighted the growing importance of professionalism and regulatory compliance. He emphasised the Chamber’s role in facilitating dialogue between industry practitioners and policymakers.
  • Michael Cutajar, President of ABK, delivered a comprehensive keynote presentation focusing on contractors’ legal responsibilities under Legal Notice 623.08. He also outlined best practices for improving site safety and management, noting that raising industry standards is key to both worker protection and long-term sectoral sustainability.

A Call for Stronger Licensing and Oversight

Participants from across the sector echoed the need for a licensing framework that goes beyond procedural regulation to actively promote quality, responsibility, and long-term planning in the built environment. The seminar also provided a platform for attendees to share their experiences and proposals, fostering collaboration between private and public sector actors.

Moving Towards a Responsible Construction Future

The seminar concluded with a strong message: that Gozo’s construction sector must evolve in a way that respects the island’s unique context — promoting responsible development, safety, and community well-being. The event marked a valuable step forward in driving this agenda through knowledge-sharing, transparency, and joint action.
